The Phillipsburg City Council met in regular session on July 1, 2024, 6:00 P.M, at 945 2nd Street, Phillipsburg, KS.

The meeting was called to order by Mayor Bret Miles.

PRESENT: Councilmembers Brian Shrader; Mike James; Don Roberts; Lauren Weinert; Jeannette Harris.

ABSENT: McConnell.

ALSO PRESENT: Tim and Shawn Ellenberger; Jason Dibble; Mike & Janice Sheid; Cody Bogart; Alissa Kirchoff; Kimberly Bui; Rachel Martin; Kirby Ross, Phillips County Review; S. Scott Sage, City Attorney; Brandi Spray, City Clerk; Tim Driggs, City Administrator.

The Pledge of Allegiance to the United States was led by Mayor Bret Miles.

Alissa Kirchoff and Kim Bui presented the library budget. Moved by Harris, seconded by Shrader to approve the 2025 library budget. Voting Aye: ALL. Opposed: NONE.

Kirchoff and Bui left the meeting at 6:02pm.

Moved by Shrader, seconded by Roberts to approve the June 17, 2024 minutes as written. Voting Aye: ALL. Opposed: NONE.

Moved by Shrader, seconded by Harris to approve ordinance #1055-06-24B to pay the bills for the month of June. Voting Aye: ALL. Opposed: NONE.

Shrader wanted to point out that the community votes for the mosquito fogging and the council approves it. He stated that if anyone had any issues they should come to the meeting and address it with the council and not city employees.

Weinert asked where the funds were coming from for the mosquito fogging and Miles stated that it is coming out of the General fund right now and has not been added to the water bill.

Miles gave a shout out to the crews for working on the water leak that happened over the weekend.

James stated that after having a conversation with Doug Zillinger, he feels we should get the Solid Waste committee together to talk about the landfill as they may have to change rates soon.

Katie Lehman and Dakota Lowrey arrived to the meeting at 6:12pm.

Jason Dibble addressed the council with concerns about the Public Comment Guidelines that were approved at the last meeting.

Moved by Roberts, seconded by Shrader that the city council recess into executive session to discuss a personnel matter pursuant to the non-elected personnel matter exception, K.S.A. 75-4319(b)(1) with the City Council, Mayor, and the City Attorney in attendance and the open meeting to resume in the city council chamber at 6:28pm. Voting Aye: ALL. Opposed: NONE.

Ellenbergers, Dibble, Sheids, Bogart, Martin, Ross, Spray and Driggs left the meeting at 6:18pm.

Ellenbergers, Dibble, Bogart, Martin, Ross, Spray and Driggs returned to the meeting at 6:28pm.

Moved by Shrader, seconded by Harris that the city council recess into executive session to discuss a personnel matter pursuant to the non-elected personnel matter exception, K.S.A. 75-4319(b)(1) with the City Council, Mayor, Driggs, Spray, Katie Lehman and Dakota Lowrey in attendance and the open meeting to resume in the city council chamber at 6:50pm.

Ellenbergers, Dibble, Sheids, Bogart, Martin, and Ross left the meeting at 6:30pm.

Moved by Shrader, seconded by Harris to adjourn time 6:50pm. Voting Aye: ALL. Opposed: NONE.
